MCST: Submitting a Draft Decree stipulating amended public culture service business to the Government
(Cinet)- MCST has recently submitted the Draft Decree stipulating public culture service business amending and supplementing Regulations since 2006 to the Government for approval. The new Decree is scheduled to be valid from 1 September 2009.

With this new Draft, business activities of public culture service are further expanded, particularly the Article 1 of the draft regulates, “The heads of the government agency, people’s armed unit, economic organization, socio-political organization, and socio- political and occupational organization, social and occupational organization have the responsibility for cultural activities and services under their control”.

According to the Ministry’s statement, the opening time of dance halls and karaoke rooms doesn’t exceed 12 o’clock in the evenings, causing the obstacles to tourists. Thus, the draft permits karaoke rooms as well as dance halls of five-star hotels in Hanoi and Ho Chi Minh city, four-star hotels onwards at other locals to be open after 12 o’clock in the evenings, not exceed 2 o’clock in the mornings, specially “It is prohibited that behaviors including dance, sexy and erotic deal, business, drug use are existed at karaoke rooms”

To overcome the prevailing status of some karaoke businesses in the prohibited areas who were returned back the business certificate or their billboards were dismantled but they keep running, the new draft decree supplements, “dance halls, karaoke rooms far away from schools, hospitals, religious facilities, beliefs, cultural and historical vestiges, state administrative agencies within about 100m to 200m were issued the business certificate prior to Decree 11/2006/NĐ-CP being effective and satisfying other stipulations of the new regulation will be gone on to operate until 2020. The Article 3 of the draft decree also complements “Provinces and cities directly under the central authority approved of dance and karaoke plans under the regulations…are continuously issued new business registration certificates and business certificates in line with approved plans. So far, 48 out of 63 provinces has approved dance and karaoke plans at locals.
